Turnout Trends by Demographic: What Campaigns Need to Know

Youth registration is low, and actual turnout skews even further toward older voters. Here is what the data says about who shows up on election day—and what that means for campaign targeting.

The numbers on paper are not the numbers at the polls

Kenya had 22,120,458 registered voters in 2022. Turnout was 64.77%. But who showed up is not evenly distributed across demographics. Youth, in particular, are under-registered and under-turnout. Understanding this gap is critical for campaign targeting.

IEBC does NOT release official turnout-by-demographic breakdowns. The analysis below combines IEBC registration data with independent surveys. Age and gender turnout figures are inference, not official statistics.

Youth are ~75% of the population but only ~40% of registered voters. That gap alone is massive. But actual turnout is even lower—youth turnout is consistently below overall turnout.

Young women dropped out of the registered pool at nearly 3x the rate of young men. This is not just a youth gap—it is a gendered youth gap.

Surveyed intent shows women already trail men in voting intention, and education is a strong predictor. The gap between intent and actual turnout is wider for youth and less-educated voters.

Persons with disabilities: the under-registration gap

PWDs are disproportionately under-registered. This is a real structural gap, not just a turnout gap.

Post-2022 pattern: the older-woman bloc

IEBC Commissioner Anne Nderitu observed in late 2025 that older women (45+/50+) are now the most visible, consistent voting bloc in by-elections. Younger voters and men are comparatively underrepresented at the polls. This pattern has held across multiple by-elections since 2022.

What this means for campaigns

Do not assume registration equals turnout. Youth registration is already low, and actual turnout skews further toward older voters, especially older women.

If your race depends on youth turnout, plan accordingly. You are working against three structural disadvantages: low youth registration, lower youth turnout relative to registration, and a gendered gap where young women drop out at 3x the rate of young men. Targeting and resourcing should reflect this reality, not the demographic composition of the electorate on paper.
