Registration growth is not uniform

Kenya's voter roll grows each cycle, but that growth is uneven. Some counties add voters faster than their population would suggest; others stagnate. For a county-race campaign, where the roll is growing is often more strategically important than its total size.

What uneven growth means for a campaign

If a constituency's roll has grown sharply in wards that lean a certain way, the arithmetic of the race has shifted since the last cycle. Campaigns that plan against last cycle's numbers alone misallocate field resources.
